General description of the project
The project “Partnership for energy efficiency and quality assurance of services provided by the Shelter and Orientation Center for Homeless People in Chișinău” is implemented by the Public Association “Inclusiv EU” with the financial support of the European Union under the project “Local Partnerships for Energy Efficiency in Social Services.” The Chișinău Municipal Council is co-financing the energy efficiency works at the Accommodation and Guidance Centre for People without a Fixed Abode in Chișinău. The Chisinau Municipal Council is co-financing the energy efficiency works at the Accommodation and Orientation Center for homeless people in Chisinau.
An essential step towards sustainability and social inclusion in the Republic of Moldova.
The project implemented by AO “Inclusiv EU”, in partnership with the General Directorate of Medical and Social Assistance of the Chisinau Municipal Council, aims to modernize the Accommodation and Orientation Center for homeless people by applying energy efficiency measures and improving the quality of social services.
The initiative is supported by the European Union and the Soros Foundation Moldova and is part of a national program to transform social services into sustainable, accessible, and energy-efficient spaces. The beneficiaries of the project are people in extremely vulnerable situations, and the intervention targets both the infrastructure and the quality of the assistance provided.
Main objectives of the project
Reducing the Center’s energy consumption and operating costs by at least 30%
Creating a safe and comfortable environment for beneficiaries
Promoting responsible energy behavior among staff and beneficiaries
Aligning social services with the minimum quality standards set by national legislation
Main activities implemented
- Thermal insulation of the building and roof
- Modernization of the LED lighting system
- Installation of an energy management and heat recovery ventilation system
- Revision of operating regulations and job descriptions
- Development of the Center’s operational manual and strategic plan
- Organization of training courses for staff
- Conducting an information campaign on energy efficiency in the community
Impact of the project
- Over 100 homeless people will benefit from safer and more humane conditions every year
- 20 employees of the Center will benefit from professional training and new working procedures
- Over 1,500 people informed through awareness campaigns and educational materials
- Reduced energy costs and increased sustainability of social services
