Between September and October 2025, the NGO “Inclusiv EU”, in collaboration with the General Directorate for Medical and Social Assistance (DGAMS), organised five sessions dedicated to energy efficiency in social services. The activities took place within the project “Partnership for Energy Efficiency and Quality Assurance of Services Provided by the Shelter and Guidance Centre for Homeless Persons in Chișinău Municipality”, implemented with the support of the European Union and co-financed by the Soros Foundation Moldova, in partnership with IP Keystone Moldova and the NGO “Social Innovation Fund of Moldova”.
Purpose of the Sessions
The series of meetings aimed to raise awareness and understanding of responsible energy behaviour among staff working in social services. Participants were encouraged to explore how to apply the principles of energy efficiency in their daily activities, thereby contributing to the responsible use of resources and improving the quality of services provided to vulnerable beneficiaries.
In total, over 150 people participated in the activities — specialists and employees from social services managed by DGAMS — who, through their involvement, demonstrated openness and a willingness to embrace change.
What was discussed?
Throughout the five sessions, the topics addressed were diverse and tailored to the realities of the social system:
- The normative acts and legal framework forming the basis of energy efficiency policies;
- Government programmes and projects providing financial support for energy efficiency improvements;
- Renewable energy sources – opportunities, challenges, and practical examples;
- Responsible behaviours and concrete steps each institution can take to contribute to more rational energy consumption.
Participants were encouraged to share their experiences, ask questions, and identify simple, gradually applicable measures within the operations of social centres.
About the guests and partners
Each session was enriched by the presence of energy specialists who provided clear explanations and concrete examples. Representatives of the Ministry of Energy, Nicolae Olari and Dan Braga, presented the legislative acts and government programmes supporting energy efficiency projects, as well as the importance of using renewable energy sources.
At the same time, the Soros Foundation Moldova accompanied the team throughout the process, offering support in project implementation and promoting an approach based on collaboration and knowledge exchange.
Results and atmosphere
The discussions were lively, sincere, and full of ideas. Although some measures cannot be implemented immediately, participants left with a clear vision of the small yet important steps that can, over time, lead to lasting change.
The atmosphere of each session was warm and open, blending professionalism with the desire to do good.
Through this process, “Inclusiv EU” and DGAMS succeeded not only in informing but also in inspiring — bringing energy efficiency closer to people and to everyday social work.
Conclusion
The series of five sessions demonstrated that energy efficiency is not only about saving money — it is about care: care for people, for resources, and for the future. Each participant, through their involvement, becomes an ambassador of a change built step by step: more responsibility, more respect for resources, and a stronger, more united community.
Good energy starts with good people.
And these meetings confirmed that when we work together, change becomes possible.
